California VIN Verification Requirements and Registration Help

Searching for VIN verification near me usually means the DMV has asked for a Verification of Vehicle form, REG 31, before it will finish your registration. This page explains when California requires that physical inspection, who is allowed to sign the form, and what happens next. Our North Hollywood office is a registration service: we prepare the registration paperwork the verification supports, and this page tells you who may perform the inspection itself.

What this service covers

A VIN verification is a physical check of your vehicle by an authorized person. The verifier compares the vehicle identification number on the car with the number on your ownership document, looks at the federal safety label, reads the odometer, then records it all on the REG 31. It is not a history report, a smog check, or a safety inspection.

Who needs it

  • Anyone registering a car, truck, or trailer that was last registered in another state or country.
  • Owners of vehicles the DMV has no record of, unless a California dealer reported the sale on a REG 397.
  • Owners recording an engine change or a motorcycle engine case change.
  • Owners of a specially constructed vehicle or trailer.
  • Anyone whose paperwork shows a VIN that does not match the DMV record.

What to bring to your appointment

Sourced from the DMV's requirements. Bring originals where the DMV asks for them. We confirm the exact list when we set your time.

What to bring: VIN Verification

  • Verification of Vehicle form, REG 31

Completed by the verifier, never by the owner. Missing sections, cross-outs, or erasures void the form.

  • Application for Title or Registration, REG 343

Signed by every registered owner shown on the out-of-state title or registration.

  • Supporting ownership document

A certificate of title, an MCO or MSO, a registration card, or a salvage certificate. The verifier compares the VIN on the vehicle to this document.

  • The vehicle itself, complete and assembled

Verifications of parts or unassembled vehicles are not accepted.

  • Last out-of-state title and registration card

For a vehicle coming from another state. Without the title, the California record is marked nontransferable.

Based on DMV requirements as published on dmv.ca.gov, checked 2026-10-12. The DMV may ask for more depending on your vehicle. We confirm your exact list when we set your appointment.

When you might need this service

Bringing a vehicle in from another state

A vehicle last registered outside California almost always needs a REG 31 before the DMV will issue California registration. The handbook lists narrow exceptions for certain new PTI trailers and for certain new commercial vehicles over 6,001 pounds unladen that meet California emission standards. The REG 31 is one piece of a larger packet. See our out-of-state registration page for the rest of what the DMV asks for.

Reviving a salvage or junk vehicle

A previously salvaged or junked vehicle cannot use a licensed vehicle verifier. The DMV sends those vehicles to a DMV employee or to the California Highway Patrol, which issues a Certificate of Inspection, CHP 97C. If the CHP form is in the packet, no separate REG 31 is needed. Our salvage registration page walks through that process.

No DMV record, or the VIN does not match

Sometimes the DMV has no record of a vehicle at all, or the number on the title differs from the number stamped on the car. Both cases call for a verification. That includes vehicles bought at a lien sale when nothing shows up in the DMV database, and vehicles that need an assigned VIN plate.

How it works with us

  1. Call or send an appointment request

Tell us why the DMV asked for a verification: an out-of-state move, a purchase with no California record, an engine change, or something else. That tells us which transaction the REG 31 belongs to.

  2. We confirm what to bring

We go over your title, registration, bills of sale, and any smog or weight paperwork the transaction needs. We also explain which kind of verifier your vehicle may use.

  3. Bring the completed REG 31 to your appointment

Once an authorized verifier has signed the form, bring it to our North Hollywood office with the rest of your documents. We check that every numbered section has a box marked, since a blank section voids the form.

  4. We handle the paperwork for the transaction

We complete the forms with you, review the packet for missing pieces, then handle the paperwork for the registration transaction the verification supports. The DMV sets every registration fee. Use the DMV fee calculator for an estimate, or read our fees page for the components.

Fees

DMV fees are set by the State of California, not by us. Only the DMV decides the final total, which depends on your vehicle, the transaction, and any penalties already on the record.

  • The DMV's registration fees page does not list a charge for a standard REG 31 verification. The fees you pay are for the registration transaction itself, which the DMV sets. (DMV source, checked 2026-10-12)
  • A previously junked or salvaged vehicle pays a $50 total loss salvage or dismantled vehicle inspection fee to the DMV, collected before the DMV or CHP inspection takes place. (DMV source, checked 2026-10-12)

Our service charge

Every transaction is different, so our service charge depends on the paperwork your case needs. Tell us about it when you call or send a request and we will explain our charge before you decide to proceed. DMV fees, taxes, and penalties are separate.

Common issues and special cases

The federal safety label is missing or damaged

Licensed vehicle verifiers must refuse a vehicle whose federal certification label is missing, illegible, altered, or disagrees with the VIN. Those vehicles get referred to the DMV or the CHP. Check the label on the driver door area before you arrange a verifier.

Short VIN on a 1981 or newer vehicle

Federal law requires a 17-digit VIN on 1981 and newer motor vehicles. A newer vehicle with a shorter number has to go to the CHP for verification, not a private verifier.

The form came back with a blank section

The REG 31 states that every numbered section needs at least one box checked, with items that do not apply marked N/A. A missing section, alteration, or erasure voids the form, even when initialed, which means a new verification.

Questions about vin verification

Who can perform a VIN verification in California?

Four groups may complete the REG 31: authorized DMV employees, peace officers trained to verify vehicles, employees of auto clubs that offer registration services, and vehicle verifiers licensed by the DMV. Licensed verifiers are limited to nonresident vehicles and vehicles with ownership documents but no California record. Revived salvage, revived junk, specially constructed vehicles, and certain motorcycles must be inspected by the DMV or the CHP.

Does 369 Registration Services perform VIN verifications?

Our role is the registration paperwork that follows the inspection. California licenses vehicle verifiers separately from registration services, and the REG 31 must be signed by one of the authorized groups listed above. Tell us about your vehicle when you call and we will explain which kind of verifier it may use, then prepare the registration transaction with you once the form is signed.

Is a VIN verification the same as a vehicle history report?

No. A verification is a hands-on inspection, after which the verifier signs a sworn statement that the vehicle was examined that day and matches its paperwork. It does not report accidents, liens, or past owners.

Do I need a VIN verification to register an out-of-state car in California?

Yes in nearly every case. The DMV's How To 9 guide lists a completed REG 31 among the requirements for a nonresident vehicle. The handbook carves out a few new PTI trailers and certain new heavy commercial vehicles that meet California emission standards.

Can a licensed vehicle verifier inspect my salvage vehicle?

No. The REG 31 instructions list revived salvage and revived junk vehicles among the prohibited verifications for licensed verifiers. Those vehicles are inspected by a DMV employee or referred to the CHP, which issues a CHP 97C.

Does the verifier need my title?

Licensed verifiers need an ownership document to compare against the VIN: a certificate of title, an MCO or MSO, a registration card, or the federal SF 97-1 form. Without one, the vehicle goes to the DMV or the CHP instead.
